After being led for 14 years by John Robertus, the San Diego Regional Water Quality Control Board has selected David Gibson to be its new Executive Officer. The board did not have to look far to find Gibson. He has worked as an environmental scientist and program manager for the regional board since 2000. His current position is Branch Chief for the Water Quality Restoration and Standards Branch. Before working for the board, he was a biologist for the city of San Diego water department. “I think he will hit the ground running. He’s a person who is passionate about quality of life in San Diego and water quality in particular. I’m very happy to hear the news,” said San Diego River Park Foundation Executive Officer Rob Hutsel, who has worked with Gibson on several projects. Gibson will take over a board that is responsible for protecting the quality of the region’s surface water and groundwater, which includes minimizing and monitoring water pollution. Region 9 of the state’s Regional Board structure covers all of San Diego County, south Orange County and part of Riverside County. Gibson will oversee 70 employees. “Mr. Gibson has demonstrated a deep understanding of the many critical and wide-ranging issues facing the San Diego Region at this time. He possesses the organizational, decision-making and consensus-building skills the San Diego Water Board is looking for in an Executive Officer,” said Richard Wright, Chairman of the Board. Gibson has been actively involved in the San Diego water scene for 20 years. Outside of his city and water board work, Gibson founded the San Diego Stream Team, a non-governmental organization that worked with citizens to monitor water quality. The organization is in its 11th year of operation. Gibson graduated from San Diego State University in 1989 with a degree in biology. He is also a fifth generation San Diegan.
