SDNR Commentary As America goes, so goes democracy on our globe – make no mistake we are in dangerous times. For decades the forces of socialism and Communism have slowly and methodically, woven a web to catch all those who wanted to appear open and forgiving. Using concepts like “save the children, the Polar bears, the planet from global warming,” they have seduced the apathetic masses into allowing their personal liberties to be encroached upon and degraded in the name of progress, fairness and advancement of all. The masses in global democratic societies and republics, who didn’t want to appear to be holding onto antiquated ideas, allowed themselves to be herded into separated groups who lack the will and commitment to break out and demand their liberty. They didn’t possess adequate independent understanding of the core values necessary to fortify a republic and democratic society against organized evil forces. The United States of America, “The shining city on the hill,” per President Ronald Reagan, has been shown to be as vulnerable as any republic to deception and seduction. The fabric of the American Constitutional Republic is shredded and there are forces constantly seeking to tear our entire civil society apart. The pursuit of power by evil forces shrouded in the assertion that Nirvana is possible if everyone (else) gives up their liberty is the hook – a lie, but is the hook nonetheless. Law enforcement is the thin line between civility and chaos and only exists because the governed want it and allow it. Law enforcement in America, and in particular southern California in the territory known as San Diego County, has steadily been under assault. Living and working in San Diego County all of my life, I have witnessed this first hand. In my 30 years as a law enforcement professional, I watched as the very fabric of law enforcement was steadily attacked.
In 1994, as a relatively new, but still veteran supervisor, I could see the efforts to confuse and confound the basic concepts of a civil society. The clouding of specificity in California laws came into full swing through legislative and judicial efforts to confound what were the basic operating principles of law enforcement. I began to focus on law enforcement’s direction as impacted by both legislative activity, and prosecutorial propensities. Forces from the legislative and judicial branches kept constant pressure on the executive branch to become more flexible and participate in cooperative programs. This clouded the lines of separation and allowed the blending of governmental branches into singular operations – the very thing our Founding Fathers and Constitutional framers were so wise warn against and recognize in framing our Constitution. This original vision and intent to maintain three separate branches to resist unitary operation is what set America apart from all previous experiments. Common sense, personal responsibility and freedom to fail with consequences are all necessary tenets of a successful civil society. Examination of slight and seemingly insignificant trends can and does expose decay and degeneration of civility in society. The sheriff and under-sheriff of the San Diego County Sheriff’s Department had created such caustic and volatile conditions that employment was a constant strain on the majority of the department employees. A small consortium of employees was receiving the majority of benefits within the department’s operation and thus the majority of employees were left to seek whatever benefits they might beg for. This obviously created a work dynamic that was unhealthy for most. In 1994, I realized the chaotic circumstances under which I was working could not improve without some action. So I decided to try and personally make a difference. Knowing I had at least 15 more years to work I sought to find someone with law enforcement administrative success who would oppose the incumbent administration in the upcoming election. I found no one with the backbone to stand for change. Ultimately, I chose to file papers and personally run against the incumbent administration. As a candidate I can expose the internal dysfunction and speak openly about internal dynamics that by policy and procedure I could not otherwise discuss publically. In the end, the incumbent administration was defeated. My purpose was realized. I had been successful in seeing the disruptive administration removed. Unfortunately, a former police chief who had left service under clouds of suspicion and exposed wrong doing was secretly recruited to run in the election and through his celebrity was elected. For my effort, there was only minimal change. The new administration perpetuated mediocrity albeit on a less disruptive scale. As long as nothing negative happened the voters were happy to let mediocrity persist. Over the next 15 years I participated in two additional election bids. My voter numbers grew each time but not enough to defeat to incumbent. In 2006, I discussed openly my belief that the incumbent would step down mid-term. I said he would ask that his personal friend succeed him. A person, who in 2004, suddenly left the FBI’s service after 32 years, after he and his administration had been exposed for their failures to adequately identify, investigate and stop the two 9-11 terrorists that had trained in San Diego and flown the plane into the Pentagon building. This was the man he had brought into the sheriff’s department’s service at an assistant sheriff’s level. Using this “at-will” position was the only way possible to bring his friend into the department without the opportunity for the filing of complaints by other department members. Despite assurances that he would serve full term if elected in 2006 the incumbent sheriff resigned mid-term citing his wife’s ill health and his need to attend to her as his reason. On a side note, immediately announcing his resignation, he and his wife applied for passports so they could travel globally upon his resignation date. As cited the betrayal has now been accomplished – 131,673 San Diego County voters were told by three county supervisors their elected choice for a sheriff’s candidate would be ignored. The three supervisors instead elevated the nepotistically appointed failed FBI agent and to the position of sheriff when the incumbent stepped down. So here we are. When I was asked by supporters from the 2006 sheriff’s race to re-consider not running another time – I thought about it long and hard. I am living the proverbial “American Dream.” I am in my late 50’s, in great health, single having raised two daughters as a Mr. Mom and I’ve been retired for three years from law enforcement. I am in a position of not needing to work and my life is pretty enjoyable. In considering this challenge, I realized, while I am personally in a good position that as a servant of 30-years I have a difficult time sitting on the sidelines and watching my country, state and county fall into the abyss for lack of real leadership. So, ultimately, I decided I would submit myself to one more campaign. This, I am certain, is the most important and necessary I have ever personally explored. My campaign platform is documented on my web page (www.bruff4sheriff.com) and I won’t spend the space articulating the litany of positions and considerations. What I would like to do is share some other thought the average citizen may not consider and this is exactly why America is where she is today. The wealthy and influential members of communities buy political clout. The average citizen has been willing to let everyone else take care of the little things like their liberty and freedom while they worry about the important things like getting a beer, watching football on TV and making sure the evening shows are moving forward as they hope they will. Thus, the wise and influential have recognized that if they were quiet and stealthy they would be able to buy up all the media in America and own almost all of the means of mass information and interest and so control the information flow. Now these same people have no scruples and so truth never gets in the way of what they want to sell the masses in the public. The EU and African Union have come to power and the Asian continents are forming coalitions. The ones that need to be brought into line to make it all work are the Americas and Canada. Canada has been socialist for long enough that it is acceptable to their masses to remain so – and Mexico and Central and South America have been so battered for so long anything is okay. The evil forces of oppression and graft and corruption have fared so well in these under-developed countries that they have been able, like cancers in the body, to spread almost at will. The only fly in the ointment at the moment is America. Those pesky Americans and their wishes to remain independent and free have posed a huge obstacle to the globalists plans to destroy independence and impose the ominous New World Order on the masses of the earth so they may wield power over all those less fortunate subjects who for over 230 years on the American continent have remained aloof and unmanageable – but the times seem to be ripe for the taking. Enter the sheriff! The sheriff in America is the power for the people. The sheriff is by law the chief law enforcement officer for the county – and as such the sheriff says what will and will not be tolerated according to the laws of the state(s). The sheriff works for the people who elect them. The president and governors, mayors and city councils all have no power to control the sheriff. Boards of Supervisors may restrict funding of the sheriff’s department as a means of control – but a wise and powerful sheriff understands that exposing the Board’s efforts to the electorate can cause supervisors to be unseated by the electorate and thus the power remains in the hands of the people. The important hinge-pin in the whole matter is having a sheriff who is honorable, moral, dedicated to rightness, truth, justice and the law as issued by the people, to the people, through the legislators the people elect. The evil forces figured out long ago that if you own the politicians you can control the people – the last bastion of hope is the sheriff. The sheriff can empower the people en mass if the need arises to address issues the people want addressed. Constitutional mandates in America make the people the final arbiter in the society’s operation. The framers of the Constitution state clearly that if the people come to a clear decision that those who have been elected to represent the people as their government leaders have stopped representing the people in reality – the people are not only able to remove the politicians – they are obligated to remove the politicians who have through unjust and illegal legislation endeavored to control the very people they have been elected to represent. We are there! The one who stands tall for the people in each jurisdiction is the SHERIFF! So I ask: Is it important to have a sheriff who is a politician or who is a law enforcement leader and a person of honor and integrity willing to stand against all who would seek to oppress the people of the sheriff’s jurisdiction?
