The San Dieguito Water District is considering raising water rates by 13 percent, reported the North County Times. The district serves Cardiff, Old Encinitas, Leucadia and parts of New Encinitas. The Encinitas City Council, which serves as the district's board of directors, discussed a proposed rate increase last week. A public hearing is scheduled for Feb. 24. If the proposal is approved, the rate increase would take effect in late spring.
